What the record documents
GOWINN's published phased rollout opened Phase 1 of the application process on July 1, 2026, limited to Nevada System of Higher Education (NSHE) institutions, with Phase 2 later expanding to all non-credit training providers. Applications and supporting documentation go to nvworkforcepell@detr.nv.gov, a DETR data-sharing agreement is required, and GOWINN, on behalf of the Governor, certifies alignment with labor market needs. As of July 6 the GOWINN page still carries its pre-launch wording and no launch-day announcement has been posted, so the opening rests on the published schedule rather than a fresh state confirmation. No Phase 1 results or Phase 2 opening have been announced. The GOWINN Workforce Pell page returned a server error on September 2, 2026 and was restored by September 3, now carrying post-launch content: the phased-rollout rationale, the email application channel, and an approved-programs placeholder ("Approved programs will be posted here as programs become available"). The final minutes of the Governor's Workforce Development Board meeting of August 20, 2026 (posted October 2026) record an OWINN and NSHE briefing: programs must be on the state Eligible Training Provider List and institutions need a DETR data-sharing agreement in place at least 12 months before submitting; approval runs through OWINN on the Governor's behalf, the board, and the Governor before ED; NSHE's Natalie Brown said more than 200 NSHE programs are on the list but not every one will meet Workforce Pell eligibility; and OWINN's Marchele Sneed said the state lacks the data infrastructure to capture placements, so program staff will initially follow up, with a cross-agency grant application pending to support data collection. No approvals were reported. Source
