What the record documents
On August 24, 2026 Governor Hochul announced that New York's Workforce Pell application portal is open for institutions to submit programs, moving the state from a posted draft plan to an operational process. The New York State Department of Labor administers the program, and a newly established Workforce Pell Advisory Committee, with representatives from the Governor's Office, NYSDOL, SUNY, CUNY, and private nonprofit and for-profit colleges, reviews applications monthly. Programs must run 150 to 599 clock hours over at least 8 and under 15 weeks, align to high-skill, high-wage, or in-demand occupations under the state's WIOA Combined State Plan or Perkins V plan, meet 70 percent completion and 70 percent job placement measured 180 days after completion, and have operated for at least 12 months; the announcement names priority sectors from advanced manufacturing and artificial intelligence to nursing and green energy. Earlier system-level activity (SUNY's student-facing Workforce Pell page, LaGuardia/CUNY's ~$2M FIPSE grant) now sits inside a state process. The committee page sets its meetings on the fourth Monday of each month (next September 28) and charges the committee with program review, certification, appeals, and an updated decision database.
