What the record documents
The Ohio Department of Higher Education published Workforce Pell guidance and accepts program applications from Title IV-eligible institutions year-round, reviewed as received: an institution applies to ODHE, which determines whether each program is eligible. Programs must align with occupations on Ohio's Top Jobs list, lead to a stackable, portable credential that articulates to academic credit, and document employer validation (job postings, employer letters, workforce board letters, or advisory-board minutes; Registered Apprenticeships are deemed to meet the employer requirement per the ODHE policy). highered.ohio.gov returned a site-wide 404 from about June 30 through at least July 6 and is reachable again as of July 7; the guidance was unchanged by the outage. At a SHEEO convening reported by Inside Higher Ed on August 7, 2026, Chancellor Mike Duffey named CDL, nursing, and firefighter programs as Ohio's strongest early Workforce Pell candidates. The ODHE page has since added an appeals process (denied institutions appeal within 14 business days of notification, by form to workforcepell@highered.ohio.gov), a program eligibility flowchart, an eligible CIP code list tied to Ohio's Top Jobs list, and a Student Program Completion Tracking Sheet, states that ODHE "may establish a submission schedule in the future," and commits to publicly posting all approved programs.
