What the record documents
Governor Evers approved the State Workforce Pell Program Administration and Implementation Policy on July 20, 2026, delegating authority to the DWD Secretary to effectuate approvals on his behalf. The policy (DET-20196-P, July 2026) is published on the CWI Workforce Pell page together with an open online application (AccessGov form DET-20176-E), accepted on a rolling basis; the page and application were observed live August 18, 2026, resolving the July reporting in which a DWD spokesperson said the application had no official start date. The process is multi-tier: DWD administers, conducting intake and completeness review and coordinating a Workforce Pell Review Committee; CWI consultation occurs at the council's quarterly full-council meetings with a formal vote to approve or deny; and the DWD Secretary issues state approval under the July 20 delegation before institutions submit to ED. The policy names DWD's Hot Jobs list as the primary source for in-demand occupations, and DWD is to publish a Workforce Pell priority occupation list and a SOC/CIP crosswalk for institutions; neither has been posted, so Wisconsin is not yet on the comparison page. The page restates the statutory criteria (150 to 599 clock hours, 8 to 15 weeks, articulation into a related certificate or degree, a recognized postsecondary credential, and at least 12 months of operation). Earlier, on July 1 the Wisconsin Technical College System president welcomed the launch of DWD's portal, while a July 6 DWD statement said eligibility criteria were still being established. The page now also posts a recorded Implementation and Application Webinar dated August 24, 2026; no approved-program list is posted. The council consultation venue has already convened once under the policy: DWD's public meeting notices show the CWI Executive Committee took up the "Workforce Pell review process" on August 20, 2026 and the CWI Full Council met August 27, 2026 in De Pere with a "Workforce Pell Update" agenda item and no Workforce Pell action item; no September council meeting is noticed; the CWI meetings data lists an Employer Committee meeting September 23, an Executive Committee meeting November 4, and the next Full Council meeting November 17, 2026 (details to be announced), and the August 27 packet's committee report records the policy as published July 21 and the technical-assistance webinar as held August 24, with no applications, counts, or approvals reported.
