Work With Opportunity Data

Independent analysis for Workforce Pell decisions.

Opportunity Data helps colleges, systems, states, associations, and sponsors translate Workforce Pell policy into program-level decisions. Colleges can buy a fixed-fee Program Portfolio Review and an annual Accountability Watch; states and systems commission implementation reviews. All of it runs on the same public data, crosswalks, and methods as our open Workforce Pell research.

Open infrastructure. Paid application.

Opportunity Data publishes open implementation records, methods, and selected state analyses that help the field understand implementation. We provide paid support when organizations need an institution-specific program review, ongoing accountability monitoring, a state implementation review, custom data, crosswalk audits, sponsored research, or decision briefings.

Our public work remains editorially independent. Sponsors and clients may support analysis, request factual review, and define operational questions, but they do not determine findings or conclusions.

Ways to work with us

Four engagement types, each built on the same public-data foundations as our open Workforce Pell research: program eligibility analysis, CIP-SOC crosswalk review, program-level outcome evidence, and policy mapping. The two college services carry fixed prices; the two larger engagements are quoted.

Program Portfolio Review

A program-by-program review of which existing certificates a college can fund under Workforce Pell as built, which need a format change, which map to an occupation on the state's list, and which carry earnings or completion-and-placement risk under 34 CFR 690.94 through 690.96.

Deliverables
  • Every sub-baccalaureate program against the length window, the state occupation list, and completer earnings (PDF and CSV)
  • Findings memo: eligible as built, conversion candidates, off-list programs and the state's exception route
  • Application checklist per candidate program: format verification, year-of-operation evidence, 70/70 documentation, earnings benchmark
  • 60-minute readout and 30 days of follow-up
Audience

Community colleges, technical colleges, districts, and system offices.

$9,500 fixed fee for one college. Delivered ten business days after receipt of the program list.

Accountability Watch

The same review re-run for a year on every trigger, with a diff of what moved: new IPEDS or PSEO data, a change to the state's occupation list, approval policy, or reporting template, and any change to the state's row in the State Implementation Record.

Deliverables
  • Change memo and refreshed program tables within five business days of each trigger
  • Quarterly refresh regardless of triggers
  • Running log of what entered or left eligibility and why
  • Annual readout
Audience

Colleges with programs approved or in application, and systems that want every college covered.

$3,500 per institution per year; $2,500 per year when bought with a review.

  • Executive briefing materials, facilitated discussion, and a follow-up memo

For colleges

Fixed fee. Ten business days. Every program in one table.

The law names occupations, but funding reaches programs, and the accountability tests reach them later: a 70 percent completion and job placement standard the state certifies at approval (34 CFR 690.94), occupation-match placement certification from award year 2029-30, and the value-added earnings test from 2030-31, where failure ends eligibility and carries an assessed liability (690.95 and 690.96). The review shows where each program stands before the application goes in; the watch keeps the answer current.

Program Portfolio Review

Fixed fee, one college$9,500
  • Every sub-baccalaureate program against the 150 to 599 clock-hour, 8 to under 15 week window
  • State occupation-list match through the CIP-SOC crosswalk, reconciled to the state's own program or CIP list
  • PSEO completer earnings and value-added margin where reported; wage-record benchmark where not
  • Findings memo, per-program application checklist, 60-minute readout, 30 days of follow-up
Best forColleges deciding which programs to submit this cycle, and which to restructure first.

Accountability Watch

Per institution, per year$3,500
  • Baseline review of the current portfolio at the start of the term
  • Re-runs on every trigger with a diff of what entered or left eligibility and why
  • Quarterly refresh, running log, annual readout
  • System pricing per college, with a shared state-level memo
Best forColleges that have already inventoried their portfolio and need it kept current, and system offices covering every college.

Districts and systems: $7,500 per college for two to five colleges; six or more quoted. Prices are fixed for the scope shown; additional campuses, data pulls, or meetings are quoted in advance. The institution supplies its program list with clock hours and weeks, per-program tuition and fees, and internal completion and placement rates where they exist.

In Development

From eligible occupations to programs students can actually find.

Opportunity Data is developing a student-facing Workforce Pell Program Finder that would show which programs are available, where they are offered, how long they take, what they cost, and which occupations they lead to.

We are seeking a state, foundation, system, or national partner to fund the first program-level deployment.

Why Opportunity Data

Program-level analysis

We distinguish occupation eligibility from the actual programs, credentials, and institutional capacity through which students receive aid.

Policy and institutional experience

The work combines statistical analysis with direct experience in state government, institutional research, program review, and higher education decision processes.

Opportunity Data's Workforce Pell work has been cited by NPR and shared across the community-college and state-policy field.

How to buy

Inquiry

Name the college or jurisdiction and the service. For a state review or sponsored research, add the decision, the deadline, and the procurement route.

Quote within two business days

Fixed-fee services get a written quote with scope, deliverables, timeline, and fee. Larger engagements get a short scoping call first, then a written scope of work.

Purchase order, invoice, or card

Opportunity Data accepts purchase orders, invoices on net-30 terms, and card payment. W-9 and vendor registration forms are supplied on request. The fixed-fee college services sit under the small-purchase threshold at most public colleges; the institution confirms its own.

Delivery

Work begins on receipt of the purchase order or payment. A Program Portfolio Review is delivered ten business days after the program list arrives; state engagements follow the schedule in the scope of work.

Request a quote

Name the service and the college, system, or state. Fixed-fee quotes go out within two business days; larger engagements get a scoping call first. Opportunity Data responds from the business email associated with the site.
