- ED approved four Workforce Pell programs at Eastern Florida State College on September 28, making Florida the sixth state with announced federal approvals; the college's September 29 release names the career areas as correctional officers, emergency medical technicians, and firefighters (ED's release says "emergency management technicians", an apparent wording error), and neither source enumerates the four program titles, which the college's financial aid page now lists (observed November 5): Basic Correction Officer and Crossover from Law Enforcement to Correction Officer, with Workforce Pell starting fall 2026, Firefighter (full-time cohort) from spring 2027, and EMT from summer 2027 in summer terms only; the state pipeline continues behind that first batch: the 109-program inventory stands, institutions certify listed programs to WorkforcePell@fldoe.org, FDOE validates before ED review, and an FDOE implementation webinar runs September 29; the implementation page describes a two-stage process (state program approval, then institutional certification validated by FDOE) and links a State of Florida Workforce Pell Program Policies and Procedures Guide, the ED certification form, and two interest-and-readiness surveys, and the State Board of Education's October 14 agenda carried an informational Workforce Pell update with no action; the guide (Version 1.0, September 2026, read from a user-saved copy) routes Florida College System and district programs through the pre-approved list with a certification form and supplemental documentation, gives Registered Apprenticeship programs a separate application with no list, and anticipates two submission periods a year from 2027; the October 14 item was a one-page update notice with no supporting documentation

What the record documents
Florida took a state-identified approach rather than an institution-application model: the Department of Education published a 2025-2026 Workforce Pell Program Inventory naming 31 eligible programs across 18 federal CIP areas (verified against the inventory file July 18), built from existing program frameworks, the Florida Master Credentials List (MCL), labor market data including the Targeted Occupations List, and statewide priority occupations including Hometown Heroes occupations under section 420.5096, Florida Statutes. The programs run 150 to 562 clock hours and are mostly career certificates (firefighter, phlebotomy, commercial vehicle driving, EMT, nursing/patient-care assistant, welding, water and wastewater treatment, and public-safety roles). FDOE held a certification and state validation webinar July 8, 2026 (recording now posted): institutions offering programs on the state-approved inventory complete the federal certification form and submit it to WorkforcePell@fldoe.org, and FDOE reviews and validates against federal requirements and state policy. Eligible programs are reviewed annually. Governor certification and ED review still precede student enrollment. The implementation page labels the current Workforce Pell Program Inventory "Updated 8-27-26", and that file now lists 109 programs (109 distinct postsecondary program numbers counted from the file September 24, matching the "expanded list of 109 eligible programs" cited in FDOE's September 17 memo); a September 18 note in this record had reported the count unchanged at 31, a figure verified against the archived 2025-2026 SBOE inventory, which is a separate document, and is corrected here. The page also spells out the two-stage flow ending with governor-approved programs submitted to ED, and no governor certification-to-ED submission has been announced. The State Board of Education's September 16, 2026 meeting agenda carried no Workforce Pell item, verified in the Florida Administrative Register notice (the board also took no Workforce Pell action at its July meeting). On September 17, 2026 Governor DeSantis announced Florida's "initial list of eligible short-term workforce programs for purposes of implementing the new federal Workforce Pell Grant program" and delegated Commissioner of Education Henry Mack to lead statewide implementation; the state release states that FDOE determines eligible programs using the Targeted Occupations List managed by FloridaCommerce and the CareerSource Florida Master Credential List (governor's release). The operational companion is a five-page joint memo dated September 17, 2026 from the Chancellors of Career and Adult Education and of Florida Colleges and the Executive Director of the Commission for Independent Education, addressed to district superintendents, Florida College System presidents, and CIE-licensed institution heads: it states that Governor DeSantis delegated certification and attestation authority to the Commissioner of Education on August 24, 2026, walks institutions through the certification package (federal form plus documentation to WorkforcePell@fldoe.org), bars advertising Workforce Pell for a program before all state and federal steps complete, describes a separate application-based pathway for Registered Apprenticeship programs, and announces a live implementation webinar for September 29, 2026 that will review the expanded 109-program list; a parallel process for CIE-licensed Title IV institutions "will launch soon." On September 28, 2026 the U.S. Department of Education approved four Workforce Pell programs at Eastern Florida State College, making Florida the sixth state with announced federal approvals; the release names the career areas as firefighters, correctional officers, and emergency management technicians "and more" and calls EFSC the first Florida college approved, but does not enumerate the four program titles. On September 29, 2026 the college published its own release, naming the career areas as correctional officers, emergency medical technicians (EMTs), and firefighters, "and other critical public safety occupations" (the EMT wording differs from ED's "emergency management technicians", so the college's phrasing is cited here); the four program titles were unpublished through October, and EFSC's own program pages still carried pre-approval no-federal-aid language September 30. By November 5 the college's financial aid page listed the four approved programs with their Workforce Pell start terms, Basic Correction Officer and Crossover from Law Enforcement to Correction Officer (starting fall 2026), Firefighter, full-time cohort (spring 2027), and EMT (summer 2027, summer terms only), and each program page now states its Workforce Pell eligibility. The same day, FDOE posted the slide deck from its September 29 implementation webinar: the statewide inventory's 109 programs break down as 32 Career Certificate, 2 Applied Technology Diploma, and 75 College Credit Certificate programs, appeals go by written request to WorkforcePell@fldoe.org, and the standard submission cycle is planned at two open periods per year with details under development. The implementation page (read from Wayback captures of October 13 and October 22, since fldoe.org blocks automated fetches) sets out a two-stage process distinguishing program approval from institutional participation: institutions offering programs on the state-approved list complete an institutional certification covering program length and hours, credential alignment, offering history, and outcomes, which FDOE reviews and validates before Governor-approved programs go to ED, and the page links a State of Florida Workforce Pell Program Policies and Procedures Guide, the ED program certification form (submitted to WorkforcePell@fldoe.org), and interest-and-readiness surveys for Registered Apprenticeship programs and for non-credit programs offered through career and workforce education, with annual program review promised. The State Board of Education's October 14, 2026 agenda (Stuart) listed Career and Adult Education Workforce Pell as an informational update with no board action; the item's PDF and the guide could not be read behind the site's bot wall. The guide itself (Version 1.0, approved September 2026, 18 pages, read from a copy saved October 28) covers two program types: non-degree programs at Florida College System institutions and school district postsecondary institutions, which qualify by appearing on the state-approved Workforce Pell Eligible Program List (150 to 599 clock hours or 4 to 15 college credits, drawn from Master Credentials List credentials and statewide priority occupations), and Registered Apprenticeship related instruction, which uses a separate application with no pre-approved list and approval limited to the specific offering and partnership; approvals for Commission for Independent Education licensees and non-credit programs are to follow, and the Department anticipates two submission periods a year beginning in 2027. An FCS or district application is the ED certification form (OMB 1845-0189, completion and placement fields left blank) plus supplemental documentation: a weeks-of-instruction narrative with cohort start and end dates (breaks of a week or more excluded), and written articulation evidence by one of three routes (credit at the applicant institution with no added assessments, a written agreement with a receiving institution, or a statewide articulation agreement). The Department calculates completion within 150 percent of normal time from state records (cohorts run so far: fall and spring 2024-25 and fall 2025-26, first-time enrollees only) and job placement from FETPIP matches in the second quarter after exit (valid SSN required, dual-enrolled students excluded) through the 2028-29 award year; a program must have operated 12 months, no more than 25 percent of instruction may come from an ineligible provider (up to 50 percent for apprenticeships), and the guide calls the value-added-earnings review, which weighs tuition and fees against occupational wages, still under development. Institutions attest annually to no material changes and to the 70 percent rates, the state commits to notify ED and the Department of Labor of any revocation within 15 calendar days, and appeals are written reconsideration requests to WorkforcePell@fldoe.org with no stated deadline. The State Board of Education’s October 14 update item (one page) says only that the Chancellor of Career and Adult Education would provide an update on Workforce Pell expansion, with no supporting documentation.
