What the record documents
On July 2, 2026 the Technical College System of Georgia announced Georgia's Workforce Pell implementation, and its Office of Workforce Development (WorkSource Georgia) published a dedicated Workforce Pell site with program policy and eligibility criteria tied to Georgia's High Demand Career List; the page states the State Workforce Development Board, at the governor's direction, ensures programs meet requirements. By July 15 the institution application had opened at apply.workforcepellga.com (no deadline posted): TCSG reviews applications against state and federal eligibility requirements, passing applications go to the State Workforce Development Board's Workforce Pell Advisory Committee, which meets quarterly, then to the full board and the governor for certification, and the institution submits the state certification to ED. The approved-program list remains TBA; the full State Workforce Development Board's remaining 2026 meetings are August 20 (Rome) and October 19, the scheduled venues for board action, and the August 20 meeting agenda carried a Workforce Pell Policy presentation by TCSG's Office of Workforce Development, with no program-approval action item (the meeting's only action items were an ETPL waiver and local-board certifications). On August 21, 2026 WorkSource Georgia opened a 30-day public comment period, through September 19, on a proposed WIOA waiver to streamline Eligible Training Provider List eligibility for training programs approved for Workforce Pell; the comment window closed on schedule and the waiver notice has since been removed from the WorkSource page, with no Georgia submission yet appearing on the U.S. Department of Labor's WIOA waivers page; the board's August 20 presentation gave only an informational Workforce Pell overview and the ETPL waiver, and the board next meets October 19, 2026. The Workforce Pell page now publishes a first review pipeline: applications submitted by October 2, 2026 are reviewed for presentation to the State Workforce Development Board at its October 19 meeting, and applications submitted after October 2 were deferred to a February 2027 review; by November 3 the page linked a one-page 2027 timeline: applications submitted by January 19, 2027 go to the February 18 board meeting, April 20 to May 20, July 20 to August 19, and September 24 to October 25, matching the 2027 meeting dates the board adopted October 19. The October 19 board meeting's posted agenda carried the action item "Workforce Pell Applications - Approval/Denial" naming four programs: Commercial Driving Class A at Lanier Technical College, North Georgia Technical College, and Oconee Fall Line Technical College, and South Georgia Technical College's Electrical Lineworker Apprentice. The page's Approved List briefly posted the same four-program slate on October 21, then reverted to a linkless "(TBA)" button by October 22, consistent with the Governor-approval step the page describes as following board action; the meeting minutes are not yet posted, so the slate rests on the agenda PDF and the since-withdrawn posting, and no program is treated as state-approved until the list or minutes return (agenda). The route is administrative: HB 1345, which would have authorized the board by statute, stalled before the 2025-26 biennium adjourned in April. By October 27, 2026 the board's minutes page had posted the October 19 meeting presentation (68 pages) alongside the August 20 minutes and October 2026 bylaws: the deck reports that the application portal opened July 1, about 11 institutions accessed it, four submissions were completed by four TCSG colleges, and staff recommend all four for approval, each slide marked "Recommended Action: APPROVAL" (South Georgia Technical College's Electrical Lineworker Apprentice, 8 weeks, $1,700, SOC 49-9051; Commercial Driving Class A at Lanier, 8 weeks, $2,038, North Georgia, 8 weeks, $1,749, and Oconee Fall Line, 11 weeks, $1,955, all SOC 53-3032), with the ED certification form going to the Governor if the board approves. The October 19 minutes are not posted, the Workforce Pell page's Approved List still reads TBA (zero mentions of the four colleges in its raw HTML), and the page now links a Workforce Pell Policy marked Updated 10.2026 (version 6, ten pages, adding an appeal form with TCSG and board appeal levels). On October 26, 2026 Metro Atlanta CEO carried a Georgia CEO staff report, Georgia Approves First Workforce Pell Programs, reading as a verbatim state release: the State Workforce Development Board approved four Technical College System of Georgia programs for Workforce Pell funding consideration at its regularly scheduled meeting (the 8-week Electrical Lineworker Apprenticeship at South Georgia Technical College, 8-week Commercial Driving Class A programs at Lanier Technical College and North Georgia Technical College, and an 11-week Commercial Driving Class A at Oconee Fall Line Technical College), the programs may use the funding only after U.S. Department of Education authorization, and Governor Kemp and Commissioner Greg Dozier are quoted; Atlanta News First ran the story October 23. The board's calendar places its regularly scheduled meeting on October 19, with the next on February 18, 2027, so the record dates the approval to October 19. As of October 30 the release is not posted on the governor's newsroom, TCSG's news page (newest item September 29), or the WorkSource Georgia sites; the Workforce Pell page, modified October 29, still reads Approved List (TBA), and the minutes page's October 19 Minutes link still serves the August 20 minutes.
