What the record documents
Tennessee launched Workforce Pell administratively after its enabling bills failed: SB 2193 / HB 2617 (Taylor / Hill) died at the April 23 sine die, and on July 1, 2026 TDLWD and THEC jointly announced the program launch and opened an application portal carrying a Workforce Pell Grant Framework Policy, application guidance with checklists and templates, an employer validation form, and an FAQ. Programs must meet 70% completion and 70% job placement (employment in the second full calendar quarter after exit, per the Framework Policy), employer validation, stackable-credential, and in-demand, high-skill, or high-wage alignment requirements. The state published its CIP-SOC crosswalk on the portal in mid-July (the July 2 archived copy still listed it as under development): counted from the page table, 393 CIP codes mapping to 306 SOC occupations. The crosswalk works as a screen: per the portal, a program whose CIP code is not listed "is not currently eligible for Workforce Pell review," and no process for adding a code is published. Review is jointly led by TDLWD and THEC with final state approval by the State Workforce Development Board, which meets quarterly; its remaining 2026 meetings are August 28 and November 6, the scheduled venues for first board approvals. As of July 22 the portal posts no deadline and no approved programs ("Approved Workforce Pell programs will be posted here once available"). Press release, Source The agenda for the board's August 28 meeting, posted in the week of the meeting, carries no Workforce Pell item; the board's last Workforce Pell action remains the June 23 framework-policy approval. TDLWD's August 2026 FOCUS newsletter gives the first account of uptake: "Since Tennessee launched its Workforce Pell application portal July 1, only a handful of higher education institutions have submitted training programs for approval. None were eligible," attributing the slow response to the few existing programs that meet the requirements and to the one-year operating rule for new programs, and reporting that Assistant Commissioner Jay Baker planned an August webinar with community colleges and technical schools; THEC's Julie Roberts noted the policy lets the State Workforce Board flag emerging needs. As of September 8 the portal still posts no approved programs and the August 28 board minutes are not yet posted. On October 27, 2026 the Tennessee Board of Regents announced a $7.6 million U.S. Department of Labor Strengthening Community Colleges grant to a consortium of its 13 community colleges, Pellissippi State as fiscal agent, to develop proposed Workforce Pell-eligible short-term certificate programs in five state-identified sectors (advanced manufacturing, logistics and distribution, information technology including artificial intelligence, healthcare, and sustainable and nuclear energy); the release names no program counts or approvals. The November 6 State Workforce Development Board meeting (PEARL Center, Nashville) has a posted agenda (10:30 am to 12:30 pm: a consent-agenda vote, Commissioner Thomas's workforce system updates, recognition of the chair and passing of the gavel, a Skills Jam presentation, and a Workforce Ecosystem Partnership and Programs panel with the Tennessee Higher Education Commission, TN SCORE, the TN Talent Accelerator, and Rural Works) with no Workforce Pell item, and the portal still lists no approved programs.
