Where Virginia stands on Workforce Pell

Status
In progress: lead agency named or governor action on record; guidance still pending (the Record’s definition).
Phase
Process Published; Application Under Construction; Deck Proposes Jan 2027 Pilot
Lead agency
Virginia Works, with SCHEV, the VBWD, and a workgroup co-chaired by the Secretaries of Education and Labor
Current holdup
Virginia Works / Workgroup
The Virginia Works Workforce Pell page, password-protected through September 18, is now public (observed September 23) and publishes the state eligibility review chain: institutions submit documentation, SCHEV validates Title IV status, certification, stackability, credit articulation, and the 70 percent completion metric, Virginia Works verifies ETPL status, the VBWD validates in-demand alignment and employer letters, and the Governor's Office certifies and submits to ED, with annual reviews; the page states "The Workforce Pell policy and application are under construction," so no application channel is open; the workgroup is co-chaired by the Secretaries of Education and Labor, and the board's September 24 full-board agenda on BoardDocs carries no Workforce Pell item; a July 21 Virginia Works and SCHEV overview deck (read from a user-saved copy) proposed a public comment period from September 15, a published certification policy in December 2026, and a January 2027 pilot in which institutions submit programs, a schedule the still-under-construction page has not met; the board's December 10 committee and December 11 full-board agendas, now on BoardDocs, list no Workforce Pell item

What the record documents

Virginia's draft WIOA Combined State Plan modification (posted April 2026, marked draft) states that "VCCS will be instrumental in implementing Workforce Pell programs, in partnership with Virginia Works," and that the state's Workforce Data Trust credential-to-occupation mapping tools "guide training program design, including Workforce Pell implementation." This is the first Workforce Pell assignment in an official Virginia document; no approval process, guidance, or portal has been published, and neither the governor's office nor SCHEV has announced a process. As of July 24, 2026 the Virginia Works site carries a staged page at virginiaworks.gov/workforce-pell/ titled "Protected: Workforce Pell" behind a password form; its contents remain non-public as of September 6, although the site's page record shows the staged page was last edited September 1, 2026. The Virginia Board of Workforce Development meets September 24 (committees) and September 25 (full board), location to be announced, with no agenda posted. Inside Higher Ed reported July 27 that, per VCCS, only 6 of roughly 600 credit and noncredit programs met Workforce Pell's requirements, with many programs falling just under the duration floor, and that Virginia does not plan to lengthen programs to chase eligibility. Virginia's pre-existing New Economy Workforce Credential Grant (SCHEV-administered, funding VCCS FastForward, $23.75M in FY2026) remains the state's workforce-credential infrastructure. A Workforce Pell in Virginia overview deck (eight pages, dated July 21, 2026, presented by Virginia Works and SCHEV staff; the schev.edu file blocks automated fetches and was read from a copy saved October 28) sets out working definitions and a proposed process: high-skill means education or training beyond a high school diploma, high-wage means a median income 400 percent of the federal poverty level by GO Virginia economic region, and in-demand occupations must appear on the list published by the Virginia Board of Workforce Development and the Virginia Office of Education Economics; the workgroup is co-chaired by the Secretaries of Education and Labor with the board, Virginia Works, and SCHEV as members and VOEE as staff. The proposed review chain has SCHEV validating Title IV status, certification, stackability, articulation, and the 70 percent completion metric, Virginia Works verifying ETPL status and, beginning in 2029-30, wage outcomes, the 70 percent placement rate at 180 days, and the value-added-earnings test, the board validating in-demand alignment and employer letters, and the Governor’s Office certifying and sending the letter for ED submission, repeated annually; 25 to 49 percent of delivery may come from a non-Title IV partner. The deck’s pilot timeline ran from a secretaries’ letter and public website August 1, a draft policy in August, policy to the Governor’s Office September 1, board presentations September to October, a public comment period opening September 15, a published certification policy in December 2026, and institutions submitting programs for a certification pilot in January 2027; as of October 28 the Virginia Works page (last edited September 21) still says the policy and application are under construction and no comment period has been posted, and as of November 2 the VBWD's December 10 committee and December 11 full-board agendas on BoardDocs list a Governor's Office report and a Virginia Works system update with no Workforce Pell item.
