What the record documents
No approval process or application is open yet, but planning is on the record. The Workforce Development Council's June 24, 2026 quarterly meeting took a standalone Workforce Pell agenda item: the posted minutes record Katie Ralston Howe (Department of Commerce, Workforce Development Division) walking through eligibility requirements and stating that "the state's goal is to have the governance policy and application procedures ready at the WDC August meeting"; the same minutes name Workforce Pell among the programs the annual In-Demand Occupations List is designed to support (list public July 1, 2026). No August or Q3 minutes are posted as of September 25, 2026, and no Workforce Pell policy appears on the WDC governance page or the Commerce workforce-programs page, so whether the August target was met is not yet on the record. The State Board of Higher Education's Academic and Student Affairs Committee took a standalone Workforce Pell item on February 17, 2026: the minutes record Deputy Commissioner Lisa Johnson giving "a brief overview of Workforce Pell grant accessibility and implementation, noting that qualifying programs are coordinated through the governor's office and may include short-term degree and non-degree offerings," the first primary-source statement that North Dakota routes approval through the governor's office. Job Service North Dakota's draft 2026-27 WIOA Unified State Plan modification (comment period February 17 to March 16, 2026) says the state "has not received full guidance on Workforce PELL yet" and is inviting the University System to comment. The state workforce board was briefed earlier: the Workforce Development Council's December 11, 2025 meeting included a standalone "Workforce Pell + Federal Update" agenda item, a National Governors Association briefing covering the required role of boards in Workforce Pell. The February 5, 2026 minutes contain no Workforce Pell item. The legislative branch has also been briefed: on March 18, 2026 Legislative Management's Budget Section Commerce and Legal Services Division received a Workforce Pell Act summary from Department of Commerce workforce staff alongside the 2025 In-Demand Jobs List (minutes); the summary describes the pre-enactment Bipartisan Workforce Pell Act (H.R. 6585), not the enacted program, so the briefing documents awareness rather than implementation. Governor Armstrong has a workforce subcabinet meeting biweekly since June 2025 but no Workforce Pell-specific designation found. The State Board's August 27 board-and-retreat agenda and the Academic and Student Affairs Committee's August 18 agenda carry no Workforce Pell item; the board met September 24 at Minot State with no Workforce Pell agenda item (committees September 15). At the September 23 Governor's Workforce Summit, Governor Armstrong named Katie Ralston Howe the state's first workforce commissioner, effective immediately, and announced he will ask the January legislature to formalize a unified Department of Workforce Development; the release makes no Workforce Pell mention, but the new commissioner consolidates the labor-side offices a Workforce Pell process would sit with, and the June 24 briefing was delivered by the staff member who now holds that post.
