What the record documents
On July 7, 2026 Governor Rhoden announced that Workforce Pell applications are open, and the Department of Labor and Regulation published a full process: a Workforce Pell Policy (updated June 6) with application windows, a Qualifying Occupations List (counted from the posted list, 56 occupations via the labor-market pathway; Governor strategic designations and Registered Apprenticeship related instruction are additional pathways), the application plus Competency Review, Articulation to Credit, and Employer Validation forms, and SDWORKS/ETPL integration. Occupations qualify when high-skill (O*NET Job Zone 3+), high-wage (at or above the state median), and in-demand (positive projected change plus above-average openings) are all met; every application needs at least three Employer Validation Forms. The inaugural window ran July 1 to August 31, 2026 and closed on its posted end date, with determinations by October 30 and first submissions to ED expected in November; as of October 30, the determination date itself, DLR has posted no close announcement, submission counts, approved-program list, or determination notice, and neither DLR's news page nor the governor's releases through October 28 carry a Workforce Pell item after the July 1 launch release. Recurring windows are March 1 to April 30 and September 1 to October 31. The list is updated at least every two years. Source, policy
