What the record documents
The Oklahoma Workforce Commission's Workforce Transformation Plan (December 2025) designates its collaboration committee as "an important entry point for coordinating the implementation of new strategies such as the recently enacted Workforce Pell program," the first Workforce Pell reference located in an Oklahoma public document. No approval process, application, or governor action has followed. A July 2025 America Achieves announcement said Governor Stitt would issue a preparatory executive order, but no such order appears in the Secretary of State's register through June 2026, and Stitt's 2026 higher-ed orders do not mention Workforce Pell. The commission's September 10, 2026 monthly meeting (2:00 pm, State Capitol Room 535) now has its agenda posted (September 7): no Workforce Pell item appears; agenda items are minutes approval, introduction of a new commissioner, a data presentation, an agency report, and routine business, with the next regular meeting October 15, per the amended meeting notice (2:00 to 4:00 pm, State Capitol Room 230; an earlier posting had given October 10). A fuller statement of Oklahoma's posture has now surfaced: the State Regents' Economic Development Council minutes of March 25, 2026 (posted April 2026, located October 2) record OSRHE's Cass Minx reporting that no formal approval process has been established because authority rests with the Governor's Office, that program approvals are anticipated to route through the Governor's Workforce Council with representation from CareerTech and higher education, that institutions are encouraged to inventory existing programs for eligibility in the interim, and that the state's OESC data-sharing agreement tracks employment at the industry level only, so occupation-level tracking under Workforce Pell will require enhanced wage records. The Commission's October 15, 2026 agenda (two pages, posted October 12) carried no Workforce Pell item: minutes approval, a data projects update, the agency report, and a vote on the FY28 budget request; the next regular meeting is November 12, 2026 at 2:00 pm in State Capitol Room 535, and its agenda, posted by November 6, carries no Workforce Pell item (minutes approval, a data projects update covering AI exposure and a pathways intelligence tool, a workforce trends report, the agency report, and subcommittee actions) and announces the next regular meeting for December 10, 2026. The Regents' Economic Development Council July 22, 2026 minutes contain no Workforce Pell discussion and set a rotating-host schedule (September 30 at Northeastern State, November 18, January 27, March 24, May 26), and the State Regents' October 22 meeting agenda lists no Workforce Pell item, so the council's March 25 minutes remain the Regents' last Workforce Pell statement.
