Where Arkansas stands on Workforce Pell
- Status
- Live: an operational approval process underway, an open application window, a pilot cohort accepting programs, or an eligible-program list being finalized and submitted to ED (the Record’s definition).
- Phase
- Extended Window Closed Sep 30; Outcomes Pending
- Lead agency
- Arkansas Division of Higher Education
- Current holdup
- ADHE
- Extended application window closed September 30; neither round's review outcomes are posted, and the ADHE page still describes the window prospectively; the Coordinating Board meets October 23 at ASU Mountain Home, and its posted agenda book carries no Workforce Pell item, so review outcomes are not routed through that meeting

What the record documents
The Arkansas Division of Higher Education ran an initial Workforce Pell application window June 1 through June 30, 2026, now closed, and on August 21, 2026 opened an extended application window running through September 30, 2026, posted with the AY 2026-27 high-wage and in-demand occupations list. Institutions submitted a completed application form and a supporting-artifacts PDF to workforce.grants@adhe.edu; partial applications were not reviewed. Eligible programs run 150 to 599 clock hours (or equivalent credit hours), at least 8 but fewer than 15 weeks, and begin July 1, 2026, screened against the Arkansas Workforce Pell High-wage and/or In-Demand Occupations List for AY 2026-27. As of July 24 ADHE has not posted a review timeline or announced a second window. The Arkansas Higher Education Coordinating Board met July 24; its posted agenda book contained no Workforce Pell item, and the following quarterly meeting is October 23, 2026. Inside Higher Ed reports (August 7, 2026) ADHE assistant commissioner Tina Moore describing the fit problem: nearly 1,300 Arkansas Workforce Challenge programs meet the clock-hour requirements but many miss the 8-to-14-week instructional window, with common CDL and CNA formats not matching the federal parameters. The Coordinating Board next meets October 23, 2026 at ASU Mountain Home, with no agenda posted. The extended window closed September 30, 2026 with the ADHE page unchanged as of October 2: no review outcomes, approved-program list, or second-window announcement from either round. The October 23 AHECB agenda book is now posted and contains no Workforce Pell item (searched in full October 12), so the pending outcomes are not before the Coordinating Board this cycle (agenda book).
