What the record documents

On June 30, 2026 Governor Reeves announced that the State Workforce Investment Board had approved Mississippi's Workforce Pell policy framework and that institutional applications open July 1, 2026, with AccelerateMS coordinating implementation as the Governor's designated state entity. The published process runs a completeness review (institutions get 10 business days to cure deficiencies), a program quality and eligibility review, SWIB consultation, governor determination and certification under 34 CFR 690.93, and a 15-business-day appeal window. AccelerateMS has said the first Workforce Pell-funded programs are unlikely to reach students before January 2027, with construction, advanced manufacturing, and health care prioritized; no program has been approved yet. SWIB identified three priority sectors: construction, advanced manufacturing, and healthcare. AccelerateMS published the application forms (including the SWIB consultation attestation and governor certification templates) and a preliminary list of 15 potentially eligible programs by CIP and SOC code; inclusion on that list does not constitute approval. Open Campus and Mississippi Today report (July 31, 2026) that AccelerateMS executive director Courtney Taylor expects the first programs to be available to students as early as January 2027, with construction, advanced manufacturing, and health care prioritized. On September 23, 2026 Governor Reeves announced more than $8.5 million from the U.S. Department of Labor's Strengthening Community Colleges Training Grants program for a Mississippi Workforce Pell Systems and Pathways Initiative led by Northwest Mississippi Community College with AccelerateMS coordinating statewide: it brings together all 15 public community colleges around advanced manufacturing, shipbuilding, construction and information infrastructure, and healthcare, and is expected to serve more than 1,500 participants and support at least 19 short-term programs seeking Workforce Pell eligibility, a capacity grant rather than a program approval (governor's release).
