What the record documents
The Alaska Workforce Investment Board's August meeting materials include an Alaska Workforce Pell Master Implementation Framework, Condensed Decision-Maker Draft (working draft dated July 2026, 8 pages), presented as the "AK Workforce Pell Update" by DOLWD Assistant Director Jeff Steeprow on August 4, 2026. The draft assigns roles (Governor or designee as certifying authority; AWIB for consultation, high-wage and in-demand methodology, and certification recommendations; the Division of Employment and Training Services as intake administrator through the ETPL and AlaskaJobs; ACPE for Title IV and institutional-readiness coordination) and lays out a 0-to-180-day roadmap: designate the authority, publish draft policy and an ETPL addendum, pilot two to five programs, then process first-wave applications. It is marked draft and lists the written designation, public criteria, review process, data minimums, and appeals as still undecided. Earlier, ACPE's Summer 2026 commission meeting packet (meeting held July 23, 2026) reports that ACPE staff, Alaska Workforce Investment Board leadership, and a Governor's Office representative "are meeting regularly to develop the framework for institutions to submit eligible programs for state approval and create the oversight and monitoring structure to ensure ongoing eligibility," with updates going to all Alaska Title IV institutions quarterly. This extends the joint effort first described in the April 16, 2026 spring packet, which named establishing the review and approval process as the quarter's significant focus area; the Governor's Office is now explicitly at the table. Alaska also attended the NGA Workforce Pell Implementation Lab in Washington, DC on May 5 to 7, 2026. University of Alaska remarks in the winter commission minutes estimate at least 110 potentially qualifying short-term programs. No portal, occupation list, or formal designation has been posted. The AWIB board page lists the next full board meeting as November 19 to 20, 2026, the first scheduled full-board venue since the August 4 draft presentation (board page). An Alaska Online Public Notice created November 4, 2026 sets the AWIB business meeting for Friday, November 20 (8:30 am to 4:15 pm Alaska time, Anchorage Midtown Job Center and Teams) and lists "Workforce Pell implementation" among the draft agenda topics; the notice covers November 20 only, and no agenda document is posted (public notice).
