What the record documents

Puerto Rico's first documented implementation step is in DDEC's draft 2024-27 WIOA Unified State Plan Modification (posted for public comment April 14, 2026), whose section "Partner Engagement with Educational Institutions (Workforce Pell)" states that "the Governor's Office is facilitating a convening between DEDC and the Department of Education to capitalize on the new Workforce Pell landscape" and that "in the wake of the Governor's executive convening, the State Board will establish a rigorous certification framework to validate university and community college programs," aligned with the Reshoring Initiative (pharmaceutical, medical device, aerospace, and advanced manufacturing). The plan calls Workforce Pell "a critical pillar" of that initiative and proposes redirecting WIOA Governor's Reserve funds to wraparound services once Pell covers tuition; it publishes no framework, criteria, timeline, or application. On August 30, 2026 Governor Jenniffer González Colón signed Executive Order OE-2026-043, which establishes the public policy for implementing the Workforce Pell Grant Program and creates the Puerto Rico Interagency Workforce Pell Committee, chaired by the DDEC Secretary and composed of the Secretaries of State, Labor and Human Resources, and Education, the executive directors of PRFAA, the Department of State's Office of Registration and Licensing of Education Institutions, and the Institute of Statistics, the president of the State Workforce Development Board, the chief executive of the Board of Postsecondary Institutions, and at least two governor-designated representatives of Title IV institutions (one from higher education and one from the technical-vocational sector); Section 3 designates the State Workforce Development Board, attached to DDEC, as the lead entity coordinating implementation and providing the committee's administrative and technical support; the committee evaluates programs against employment and wage data and recommends certifications to the Governor ahead of ED review, the order requires written published policies and procedures, and it commits to an outcomes tracking system covering retention, credentialing, placement, and wages, with authority to recommend decertifying underperforming programs (announced August 31; the Department of State registry dates the order August 30). Statutorily eligible: the final rule defines "Governor" as the chief executive of a State or outlying area under the Workforce Innovation and Opportunity Act, and the rule's preamble uses Puerto Rico as its example of state-specific in-demand occupations (91 FR 29254).
